Japan-bound Kennesaw native has 'never been more in love' with baseball

by Adam Carrington
acarrington@mdjonline.com
The Marietta Daily Journal

Stephen Douglas has yet to fulfill his dream of playing Major League Baseball after six years of competing in the minor leagues.

But the former Kennesaw Mountain High School and East Tennessee State star still says he's living the dream - one that has seen him play for nine teams in seven states since his days as a Mustang.

Now, the dream will bring him east to a 10th team - Far East.

The 26-year-old outfielder recently signed with the Kagawa Olive Guyners of Japan's Shikoku Island League, an independent team based about 400 miles west of Tokyo - by far, the furthest of all the far-off stops he's made since graduating from Kennesaw Mountain.

Many players may begin considering new career paths when they haven't progressed beyond the low Class A?ranks after six years, but not Douglas.

The 26-year-old still has time on his side, knowing many major leaguers don't retire until they're in their late 30s or early 40s, and there are many players his age who are in the same situation.

And the biggest reason Douglas continues to play is that he's still learning the game and improving.

"Some people, when things don't go their way, lose their love for the game," Douglas said. "With age, baseball becomes more interesting. Man, I'm telling you, I've never been more in love with baseball right now, and it's continuing to be a passion. You're still learning."

Douglas learned a lot about himself when he was selected by the Cleveland Indians in the 16th round of the 2006 draft, following his junior season with the East Tennessee State. He learned to be himself and play to his strengths, which is hitting for average and driving in runs.

In looking back upon his pro career, one possible theory as to why Douglas hasn't been able to progress very quickly in the professional ranks is the high demand for outfielders who can slug 30 or more home runs a year.

At 6-foot-2 and 185 pounds, Douglas isn't built to be a power hitter. He wasn't a home run hitter for Kennesaw Mountain, and didn't hit many home runs while he was at East Tennessee State.

Even though Douglas hit .263 in '06 with the Mahoning Valley Scrappers, the Indians' short-season Class A affiliate in Niles, Ohio, he only hit .224 with no homers the following year.

Douglas' struggles improving his power numbers may have contributed to the Indians' reasoning behind releasing him in 2007.

"So many people are caught up in power numbers, and that's probably it," said Kennesaw Mountain coach George Hansen, who coached Douglas from 2001-03. "He's a guy who is well-rounded and can do a lot of things well, but not one thing super-well. We're living in a time when people want players to do one thing super-well. Stephen is an old-school type of player born in the wrong time frame."

Douglas did admit that his lack of power got to his head in the past, and he would find himself swinging for the fence. But once he matured and recognized his strengths and weaknesses, his numbers improved drastically in the independent leagues.

After spending 2008 with the Amarillo Dillas of the United League, and '09 with the Traverse City Beach Bums and Gateway Grizzlies of the Frontier League - where he hit a combined .171 with the two teams - Douglas returned to Amarillo in 2010 and prospered.

He raised his average to .316 in 2010, totaling eight homers, 56 RBIs and 35 stolen bases - all career-highs.

Last year, though he bounced among three teams - the El Paso Diablos, Grand Prairie AirHogs and Lancaster Barnstormers - Douglas continued to succeed, hitting a combined .380 with 39 doubles and 79 RBIs in 103 games.

"You can't try to do too much," Douglas said. "Most of baseball is mental. You have to understand that you can't hit a double at every at-bat. There are always elements working against you. Baseball is a game of failure. You're going to let your team down and yourself down. You just have to take it in stride and stay positive."

One of Douglas' better memories as a pro came this past season, when he went 3-for-5 with three RBIs in the game that sealed the American Association championship for Grand Prairie. Afterwards, he was traded to Lancaster where he maintained a solid .412 average in 17 at-bats.

Douglas' success last season helped him become one of eight American players selected to cross the Pacific Ocean and play on the other side of the globe. As a new member of the Kagawa Olive Guyners, he has an opportunity to gain exposure.

Douglas will head to the Japan in early March, a month before the 2012 season, which lasts from April through September. He also has a growing family as he and his wife, Rebecca, are expecting their first child in February.

Douglas is anticipating a solid season in a new country but knows he may go through some lumps. If he should struggle in a game, he can always remind himself of one of his philosophies - just like a fine wine, baseball gets better with age.

Federal judge blocks Calif. low-carbon fuels rule

(AP) ? A federal judge blocked California from enforcing its first-in-the-nation mandate for cleaner, low-carbon fuels on Thursday, saying the rules favor biofuels produced in the state.

The lawsuit challenging the state regulations, which were adopted as part of California's landmark 2006 global warming law, was filed in federal court last year by a coalition that includes the National Petrochemical & Refiners Association and the Consumer Energy Alliance.

Fresno-based U.S. District Court Judge Lawrence O'Neill's written ruling Thursday said the low-carbon fuel rules violated the U.S. Constitution's commerce clause by discriminating against crude oil and biofuels producers located outside California.

Out-of-state fuels producers hailed the decision as a win for California drivers.

"Today's decision ... struck down a misguided policy that would have resulted in even higher fuel costs for Californian consumers while increasing the cost of business throughout the state," Consumer Energy Alliance Executive Vice President Michael Whatley said.

The California Air Resources Board plans to ask the judge to stay the ruling, and appeal if necessary to the San Francisco-based 9th U.S. Circuit Court of Appeals, spokesman Dave Clegern said.

The rule is "an evenhanded standard that encourages the use of cleaner low carbon fuels by regulating fuel-providers in California," Clegern said, adding that it "does not discriminate against any fuels on the basis of geography."

Beginning this year, the standard has required petroleum refiners, companies that blend fuel and distributors to gradually increase the cleanliness of the fuel they sell in California.

The board previously had said the low-carbon mandate will reduce California's dependence on petroleum by 20 percent and account for one-tenth of the state's goal to cut greenhouse gas emissions by 2020.

The regulation does not mandate specific alternative fuels. Rather, it assigns a so-called carbon-intensity score to various fuels. By 2020 all vehicles fuels, on average, must be 10 percent less carbon-intensive than gasoline is now.

The Rocky Mountain Farmers Union, the California Dairy Campaign, the Renewable Fuels Associations and other groups filed a similar lawsuit in the same court in 2009. Their complaint said the regulation conflicted with the federal Renewable Fuel Standard and would close California's borders to corn ethanol made in other states.

The fuel standard "discriminates against out-of-state and foreign crude oil while giving an economic advantage to in-state crude oil," O'Neil wrote Thursday.

The nonprofit legal organization Earthjustice, which was not party to the suit but works on climate-related issues, said the state's clean energy programs are consistent with federal law.

"California is leading the way on cleaner fuels and a cleaner power grid," Earthjustice President Trip Van Noppen said. "It is not surprising that the oil industry is attacking these programs, but like previous attacks in the courts and at the ballot box, we expect this one ultimately to fail."

Washington’s debt impasse leaves bipartisan frustration

Reid Ribble, a Wisconsin roofing contractor-turned-Republican lawmaker, has helped change the way Washington talks about the national debt. That?s not to say he has done much about the debt itself.

Nearly a year ago, Ribble and other newly elected House Republicans came to Capitol Hill on a single-minded mission to shove the federal debt to the top of the congressional agenda. They succeeded. At every opportunity, they demanded cuts in spending, forcing a series of white-knuckle showdowns that have kept the government in a state of perpetual crisis. Washington nudged close to a public conversation about the kind of government taxpayers want and what they are willing to pay for it.

Graphic

Impact of the debt deals, past and future

Graphic

Reality check: An interactive look at the question of who bears the tax burden.

Last week, however, Ribble went home for the holidays with little to show for all the political drama. The debt stood at $15.1?trillion, $1?trillion more than when he got to town. By the end of next year, projections show, it will grow by an additional $1?trillion. Ribble said he and his allies had cut spending for 2012 by only about $7?billion, a sliver so tiny Ribble could measure its impact in minutes.

?We?ve saved the American taxpayer about 17 hours of spending. That?s it,? he said. ?When you just really stop and think about it, we?ve made very little progress.?

Look past 2012, and the budget deals of the past year make a more significant dent. They reduce spending by more than $1?trillion over the next 10 years, the largest debt reduction in two decades. Yet no one, of any ideological stripe, is bragging about the accomplishment. Instead, the Capitol is pervaded by an atmosphere of failure, of opportunity blown.

Despite round after round of negotiations ? first over the operating budget, then over the federal debt ceiling and finally in the deficit ?supercommittee? that disbanded last month ?Republicans and Democrats never resolved the most fundamental budget questions: whether to raise taxes and how to control spending on an aging population.

There was some movement. Some Democrats, including President Obama, conceded that Social Security and Medicare pose a long-term threat if there are no constraints on benefits. Some Republicans, including House Speaker John A. Boehner (R-Ohio), declared themselves willing to talk about raising taxes, a break from the GOP?s long-standing and vigilantly enforced party line.

But Boehner was not able to lead his top lieutenants and unbending freshman class to embrace a compromise on taxes as a first step toward their debt-
reduction goals. In more than a dozen interviews, lawmakers and independent analysts blamed leaders in both parties for failing to seize the moment and then retreating to their respective corners to prepare an election-year assault on the ideas offered by the other side. Many expressed their frustration with an unusual candor that reflected exhaustion as well as disappointment.

?Both major political parties have not been honest about what it?s going to take to fix this,? said Sen. Mark R. Warner (D-Va.), who has led Senate efforts to forge consensus. ?Expectations of us are so low, if we could actually show we can put policy ahead of party, I think the reaction would be so positive.?

China, Japan unveil deals to tighten finance ties

(AP)? BEIJING ? Chinese and Japanese leaders have unveiled initiatives to tighten financial links between East Asia's economic giants and sometime rivals ? measures that could expand use of China's tightly controlled currency abroad.

During a visit to Beijing by Japanese Prime Minister Yoshihiko Noda, the two governments said Sunday they will encourage use of their own currencies for trade, which now is conducted mostly in U.S. dollars.

They also agreed to have Japanese companies sell bonds denominated in China's yuan, a move that could help promote Beijing's gradual campaign to expand use of its currency abroad.

Putin's time is running out: Russian protest leader (Reuters)

MOSCOW (Reuters) ? Up to 1 million Russians are ready to take to the streets to protest against a disputed election and Vladimir Putin's "corrupt regime" is unlikely to hold on to power for more than two years, protest leader Alexei Navalny said on Friday.

Navalny, an anti-corruption blogger who has emerged a leading light of the disparate opposition, said the public mood had turned against Russia's paramount leader and large crowds would join a protest rally in Moscow on Saturday.

"I am absolutely sure that up to 1 million people are ready to take part in such rallies ... I see the people's mood," Navalny told Reuters in an interview on the eve of the rally against alleged fraud in an election Putin's party won on December 4.

"They stole about 1 million votes. And that's only in Moscow. I think that these people are completely dissatisfied with what happened and are ready to defend their rights, including going out on to the streets," he said by telephone.

The 35-year-old lawyer has become the voice of the opposition since protests began over the election, in which Putin's United Russia won a slim majority in the lower house.

"I don't think Putin's regime of absolute power, which prevails in this country, will last for more than two years - that's the maximum," he said.

Navalny will address Saturday's rally on Moscow's Sakharov Avenue a few days after being released from jail after serving a 15-day sentence for obstruction of justice during one of the earlier protests.

He has gained a large following, particularly among young professionals and Internet users, by using his small shareholdings in various Russian companies to expose high-level corruption and to campaign for greater transparency.

The Internet has been vital for organizing protests in the country of more than 140 million, where state television is tightly controlled and has paid little attention to the biggest opposition rallies since Putin rose to power in 1999.

CARRYING ON TILL DEMANDS ARE MET

Opposition leaders have said they hope at least 50,000 people will attend Saturday's rally in Moscow, which will also be addressed by former Soviet leader Mikhail Gorbachev. More than 40,000 people have pledged online to show up.

"One meeting, another meeting. One day the people will go out on the street, and they will not return. There is only one scenario. We have to carry on until they meet our demands," Navalny said.

The demands include annulling the election and holding a new one, registering opposition parties, dismissing the election commission head and freeing people the protesters consider political prisoners.

Calls by some opposition leaders for another demand to be added to the list - Putin's resignation - have been resisted by some of the organizers who say the main aim of the demonstration is to demand an election rerun.

But Navalny called on Russians to unite against Putin as soon as he was freed from jail early on Wednesday and his influence has risen since the protests began.

Navalny's politics, which mix scorn for the ruling elite and rhetoric on illegal immigration, have gained traction with the middle class. But his chances of becoming a genuine threat to Putin's tightly controlled political system could depend on whether he can mobilize large numbers of protesters.

Although his popularity has fallen, Putin is still widely seen as Russia's most popular politician and is regarded as the ultimate arbiter by the clans which own swathes of the world's biggest energy producer.

Even so, Navalny has increasingly pitted himself against Putin, who is almost certain to extend his 12-year rule by returning to the presidency in an election in March.

"I don't think we need to demand the resignation of Putin. we only need to demand free elections ... The country needs a decent, legitimate president," he said.

Navalny has repeatedly said he is not afraid of reprisals for speaking out against what he has called a corrupt government, and he has warned that authorities have more to lose than protesters from a show of force.

"I think that they (the authorities) have simply realized a simple fact ... it has become more and more obvious that they would lose very quickly, lose everything, if they met us with force. These people are not stupid," he said.

100 miles of oil: Spill likely Nigeria's worst in decade

Oil from an offshore spill has spread roughly 100 nautical miles after a leak occurred while loading a tanker, a Nigerian official said Thursday.

Royal Dutch Shell shut down a deep-water oil field off Nigeria's oil-rich southern delta on Tuesday.

Peter Idabor, the head of the country's oil spill management agency, said the offshore oil spill is likely the worst in a decade.

He expects oil to begin washing ashore on Nigeria's southern coast later Thursday.

Shell announced Wednesday it had closed its Bonga field after a leak of less than 40,000 barrels of oil that occurred while transferring crude oil to a tanker. The firm said it is cleaning up the spill.

'Natural dispersion and evaporation'
In a statement, Shell said that "up to 50 per cent of the leaked oil has already dissipated due to natural dispersion and evaporation."

It characterized the area covered by sheen as "large," but added that the sheen was "very thin in most areas."

Mutiu Sunmonu, Shell's country chairman in Nigeria, apologized for the incident.

"We are currently working with the Nigerian government to inform local communities and fishermen about the situation," he added.

Nigeria is a top supplier of crude to the U.S.

The company's website says Bonga, located 75 miles off the region's coast, has the capacity to produce more than 200,000 barrels a day of crude oil and 150 million cubic feet of gas a day.

Shell's pipelines in Nigeria's onshore Niger delta have spilled several times, which the company blames on sabotage attacks and oil theft.

said it will take as much as 30 years to clean parts of Nigeria's oil-stained Niger Delta.

You can check out "Warrior" when it's released this Tuesday Dec. 20 for digital download and on DVD/Blue-ray.

Cagewriter has several copies of the DVD to give away. Check out the Cagewriter Facebook page for details. Happy Holidays!

The movie sounds great and it certainly has the stamp of approval from Jackson.

The Albuquerque-based owner of Jackson's MMA was an integral part of making the movie feel realistic. Jackson schooled the actors on the key moves and actions of the fight game, but he was on point in making sure everyone in the film knew how important it was to get across the positive messages of MMA.

"The biggest thing for me was how MMA and combat and martial arts in general can be a tool for good," Jackson told ESPN1100/98.9 FM. "[The producer] wanted to come at it from a more artistic point of view, a more realistic point of view."

Jackson thought "Warrior" was a true reflection of the game.

[...] It's as accurate as any movie can get about MMA. It shows again how martial arts can be a healing thing not just a tool of violence. So there's all these great messages in it that really resonated with me. I was excited to be a part of it," said Jackson.

ProMMANow did a nice review of the film that features brothers, who meet in the finale of a $5 million MMA tournament.

The attention to detail for the MMA fight scenes and the training the actors had to undergo to make them look like authentic fighters on screen will be appreciated by MMA fans.

The most difficult thing audiences will have to deal with is their sympathy and alliance between the brothers. They'll find themselves rooting for both guys, but for very different reasons.

Professional fighters Stephan Bonnar, Yves Edwards, Rashad Evans and Nate Marquardt all make appearances in the film. There's even a bow-tied Josh Rosenthal playing the referee role.

Fred Armisen's Best 'SNL' Impressions: Joy Behar, Barack Obama & More (VIDEO)

Most everyone is excited to see Jimmy Fallon return to host "Saturday Night Live" for the first time tonight, and if his promos with Fred Armisen are any indication, it's going to be hilarious.

While we're plenty psyched to see Fallon on "SNL" again, we thought it was also a good time to take a look at Armisen's funniest impressions over the years, just like we showed you with Kristen Wiig last week.

From Barack Obama to Joy Behar to Paul Lynde and Liberace, Armisen's best impressions are even funnier when you see them next to the real-life famous faces he's impersonating.

Which "SNL" character's impressions should we make the focus of our next video? Tell us in the comments!

'Memogate': New Pakistan scandal sets alight old tensions

By NBC's Amna Nawaz in New York, and Fakhar Rehman in Islamabad

Since assuming the presidency in Pakistan three years ago, Asif Ali Zardari has been hit with allegations of poor governance and corruption, watched his coalition government fall apart and has even seen his health falter. But this latest challenge, in the form of a Supreme Court inquiry into a political scandal dubbed "Memogate" by Pakistan's media, is testing Zardari's hold on power and has put his civilian government squarely at odds with the military establishment once again.

The court's investigation is centered on what -- if anything -- Zardari knew about a secret memo passed to U.S. officials after the May raid on Osama bin Laden's compound. The memo's existence was revealed by American-born, Pakistan-origin businessman Mansoor Ijaz in an October piece in The Financial Times. The eventually leaked contents of the memo -- requesting U.S. help to rein in Pakistan's military and intelligence in exchange for heavy American influence over national security deicsion in Pakistan -- "infuriated many in the armed forces," according to a senior military officer. "It will have a significant bearing on the political scenario if proven true."

The scandal has already forced the resignation of one senior Pakistani official -- then-ambassador to Washington, Hussain Haqqani -- who had played a crucial role in steadying the turbulent relations between America and Pakistan over the last few years, and now threatens to further destabilize Zardari's already-weak government.

Pakistan's military and its civilian government have a history of deep-seated tensions -- which occasionally boil over into full-blown coups -- dating back to the 1950s, when political parties began their struggle for supremacy in the early days of the country's independence. Zardari has himself felt the ire of the all-powerful army, once for attempting to bring the military's intelligence agency -- the ISI?-- under civilian control, and again for pledging to dispatch the ISI chief to India after the November 2008 Mumbai attacks. Both times, his efforts were thwarted by the military. The government's distrust for the military and the military's disdain for the government provide the backdrop for every national crisis, of which there have been many this year alone.

Getting to the bottom of the Memogate scandal will not be easy. The case is already clouded with political motivation (it first brought to the Supreme Court by the leader of an opposition party, bent on dislodging Zardari from power), and every word of submitted testimony is first being parsed by the Pakistani press, then pieced together into wild speculation about legal conclusions.

Legal experts in Pakistan have offered a range of possible outcomes -- including Zardari being forced to resign, or being tried for treason, or his entire government collapsing. And while there is no firm timeline for proceedings beyond the first hearing on Monday, there is already, in much of the reporting, an assumption that such a memo could not have been drafted without the involvement of Zardari.

Despite a visit from?Army Chief Gen. Ashfaq Parvez Kayani to Prime Minister Yousuf Raza Gilani's house today, after which a statement was released urging that military testimony in the case "not be misconstrued as a standoff between the Army and the government," the depositions given by Kayani and ISI chief Gen. Ahmed Shuja Pasha this week are certainly not helping the government's case.

Pasha, who met with Pakistani-American businessman and "Memogate" scandal-blower Mansoor Ijaz in London to review relevant evidence, testified that he believed the memo to be genuine and that Haqqani was involved. Kayani said in his testimony that the memo had already had "an impact on the national security," that there was "nothing denying the fact that the memo exists," and called for a swift and thorough investigation. Both statements, firmly stating that the memo exists, and that this issue needs to be looked into, fly in the face of previous government statements, denying the existence of the memo and dismissing the calls for inquiries as politically motivated.

U.S. Gen. Jim Jones, former national security adviser who acted as American conduit for the now-infamous memo, today submitted testimony that seemed to throw the government a lifeline, saying he had no reason to believe former Ambassador Haqqani was involved and that he did not believe the document to be credible.

Ijaz, the businessman at the heart of this controversy, also submitted testimony. The crucial deposition from President Zardari, however, has yet to surface. Zardari remains under doctor's care in Dubai, recovering from heart-related illness that forced a quick departure from Islamabad last week. He was scheduled to testify yesterday, and there is no word yet on when he will submit his side of the story.

A Stroll Down Automotive Bad Memory Lane

? December 14, 2011Posted in: Editors' Picks

It?s that time of year when all the retrospective articles and posts begin appearing. Some of them will limit themselves to chronicling the best and worst of the past year, and others will be more ambitious. Count among those a writer for Edmund?s who lists the 100 Worst Cars of All Time.

Cars bring out people?s passions, especially people who are willing to read through a long list, and the poor writer has only two stars to show for his knowledgeable and entertaining efforts, because naturally everyone who finds something they liked on the list, or finds something they hated off of it, thinks that he (or she) could do a better job of it. I?m interested to find out what you think should have been on or off the list, or should have been ranked higher or lower, but I?m not as interested in your views on the subject as I am Iowahawk?s. My apologies.

Rather than get all tangled up in the minutia, I suggest you do what I did, and treat it as a stroll through the used car lot of memory, recalling to mind the good and bad times you had in some of those cars, how you foolishly wished you?d have had the cash to buy others, and chuckle at yourself and your friends, but mostly at the nostalgia we can feel for such absolute crap.

And while you?re out there, check out Deep Fried Manatees.

William Hurt Eyes The Host

william hurt the host stephenie meyer andrew niccol

Oscar-winning writer/director Bill Condon?s adaptation of Stephenie Meyer?s The Twilight Saga: Breaking Dawn ? Part 1 is (at the time of writing this) the most popular film playing in theaters around the U.S.; another respectable filmmaker in the form of Andrew Niccol (Gattaca), is in the process of bringing another one of the author?s popular novels to life ? namely, The Host.

Niccol has already secured an excellent young actress (Saoirse Ronan) to headline his Host adaptation; now, he?s looking to bring an Oscar-winner onboard for one of the film?s pivotal supporting roles.

Inside Movies?is reporting that William Hurt has begun talks to appear in Niccol?s adaptation of The Host. Hurt, of course, is a highly-decorated actor whose resume includes turns in noteworthy dramas such as Kiss of the Spider Woman, Broadcast News, Sunshine, A History of Violence, and Ridley Scott?s Robin Hood, among many others. He has also made memorable appearances in sci-fi fare like Dark City, the 2000 Dune TV mini-series, A.I. Artificial Intelligence, and The Incredible Hulk.

Meyer?s The Host revolves around an alien invasion, where humans are taken over by parasites that insert themselves into their brains ? and, in the process, cure diseases, end wars, and bring peace to Earth. 20-year-old Melanie Stryder (Ronan) is among those people who refuse to accept the extraterrestrial-controlled paradise; she even manages to resist her own ?host? (name Wanderer) and convinces the creature to go look for her missing loves ones.

Hurt is in line to portray Jeb, Melanie?s eccentric uncle and a leader of the human resistance against the other-worldly invaders. Additional important players in the film include Max Irons as Melanie?s boyfriend, Jared Howe, and Jake Abel as Ian O?Shea, a young man who eventually develops feelings for Wanderer? even though the alien, because of her (bizarre) connection to Melanie, is physically forced to love Jared instead.

On that note ? Irons and Abel are no strangers to films that include Twilight-inspired young adult romances?(see: their respective parts in Red Riding Hood and I Am Number Four). Take that as you will.

the host stephenie meyer andrew niccol movie

Andrew Niccol-scripted projects tend to vary from very good (The Truman Show, Gattaca) to passable (The Terminal, In Time); likewise, when he also directs, the results can vary. Although his films always revolve around thought-provoking scenarios and concepts, it?s the execution that Niccol sometimes has problems with.

So, while Niccol?s involvement with The Host adaptation makes sense, it could be construed as a mixed blessing. That the filmmaker has to partially work within the confines of Meyer?s source material doesn?t help matters, especially since that book (like Twilight) is a work that people seem to either love or hate (sometimes just on principle).

That said ? Meyer?s Host novel doesn?t inspire the sort of passionate negativity that her Twilight series does, and some of the ideas it broaches are fairly intriguing. If Niccol is on his A-game as a filmmaker and manages to bring out the best (acting) in people like Ronan and Hurt, then the tale of Melanie Stryder could go over better with non-Meyer fans than the tale of Bella Swan has managed to.

The Host is slated to hit U.S. theaters on March 29th, 2013.

Amazon forest loss at lowest in 23 years: Brazil

BRASILIA | Mon Dec 5, 2011 6:22pm EST

BRASILIA (Reuters) - Deforestation in Brazil's Amazon region fell to its lowest in 23 years in the year through July, the government said Monday, attributing the drop to its tougher stance against illegal logging.

Destruction of the Brazilian portion of the world's largest rain forest dropped 11 percent to 6,238 square km (2,400 square miles) over the 12-month period, satellite data from Brazil's National Institute for Space Research showed.

That is less than a quarter of the forest area that was destroyed in 2004, when clear-cutting by farmers expanding their cattle and soy operations reached a recent peak.

Brazil has stepped up its monitoring and enforcement policies in the Amazon in recent years but the improvement has partly been driven by slower global economic growth that has reduced demand and prices for the country's farm produce.

Overall improvement in 2010/11 masked worrying rises in some Amazon states such as Rondonia, where deforestation doubled from the previous year. Forest clearing in the farming state of Mato Grosso rose 20 percent.

"Some states are still extremely sensitive," Environment Minister Isabel Teixeira told reporters. "Rondonia needs to be clarified, we need to understand what has caused the change in its profile."

Two large hydroelectric dams are being built in Rondonia, boosting the local economy and attracting migrant workers.

The drop in deforestation comes as Brazil's Congress debates an overhaul of the land law that environmentalists say would severely set back conservation efforts. The Senate is expected to approve the new forest code in the coming days.

Brazil's influential farming lobby says the reform, which would ease conservation requirements for land owners, is needed to end widespread uncertainty over the current regulations that farmers say is a burden on production.

U.S.-Iran row overshadows Afghan conference (Reuters)

BONN (Reuters) ? A conference meant to show governments would unite to support Afghanistan was overshadowed on Sunday by a row between Washington and Tehran after Iran said it had shot down a U.S. spy drone in its airspace.

Iranian threats of retaliation over the alleged intrusion added to a storm brewing in the region after Pakistan boycotted the conference in protest against NATO air strikes that killed 24 Pakistani soldiers on its border with Afghanistan on November 26.

International forces in Kabul said the drone may have been one lost last week while flying over western Afghanistan.

Iranian television quoted a military source as saying Tehran had shot down the drone in eastern Iran.

"The Iranian military's response to the American spy drone's violation of our airspace will not be limited to Iran's borders," the military source said, without elaborating.

Iran has been accused in the past of providing low-level backing to the Taliban insurgency, and diplomats and analysts have suggested Tehran could ratchet up this support if it wanted to put serious pressure on U.S. forces in Afghanistan.

Tehran, at loggerheads with the United States over its nuclear programme, denies backing the Taliban.

The row over the U.S. drone is likely to add to despondency over the conference in the German city of Bonn, conceived to set Afghanistan on a path of long-term stability.

"This is an unfortunate incident happening at the wrong time when the Bonn conference is being convened," an Afghan government official told Reuters. "I hope this issue is not dragged into Afghanistan's event."

Afghan President Hamid Karzai was expected to use the conference to appeal for international financial and military support for a decade after combat troops withdraw.

"Afghanistan will certainly need help for another 10 years, until around 2024 ... We will need training for our own troops. We will need equipment for the army and police, and help to set up state institutions," Karzai told Der Spiegel weekly.

"If we lose this fight, we are threatened with a return to a situation like that before September 11, 2001," warned Karzai, referring to Taliban rule.

LONG-TERM FUNDING

Yet with Western countries struggling to cope with economic downturn, the United States and European powers are arguing about who should foot the bill to keep Afghanistan afloat after most foreign combat troops leave in 2014.

A World Bank study released last month said Afghanistan was likely to need around $7 billion a year from the international community to help pay its security and other bills long after foreign troops leave.

In such an environment, and with Western public opinion already weary of the 10-year-old war in Afghanistan, the tensions between the United States and Afghanistan's neighbours Iran and Pakistan could not come at a worse time.

Only weeks ago, Turkey hosted a regional conference in Istanbul at which countries including rivals Pakistan and India, along with Russia, China and Iran pledged to work together to bring peace to Afghanistan.

Yet the NATO airstrikes on November 26 -- in circumstances which are fiercely contested by Washington and Islamabad - have plunged U.S.-Pakistan relations to a new low, and also worsened a difficult relationship between Afghanistan and Pakistan.

The United States and Afghanistan say leaders of the Afghan insurgency are based in Pakistan -- a charge it denies -- and want the Pakistanis to bring them to the table for peace talks.

The row with Iran tapped into a long-standing fear that its dispute with the West over its nuclear programme could come to a head at a time when the United States and its allies are struggling to extricate themselves from the war in Afghanistan.

DIPLOMATS EXPELLED

Last Tuesday, Iranian protesters stormed the British embassy in Tehran after London announced sanctions on Iran's central bank in connection with its nuclear programme. Iran denies Western allegations it is seeking nuclear weapons.

Britain evacuated all diplomatic staff and closed its embassy, and also expelled Iranian diplomats from London.

The drone row underlined how far the dispute over Iran's nuclear programme could bleed into the Afghan war.

NATO's International Security Assistance Force in Afghanistan said in a statement the drone cited by Iran "may be a U.S. unarmed reconnaissance aircraft that had been flying a mission over western Afghanistan late last week.

"The operators of the UAV lost control of the aircraft and had been working to determine its status."

A U.S. official said there was no indication so far that the Iranian had shot down the drone.

Iranian Foreign Minister Ali Akbar Salehi held talks in Bonn with German Foreign Minister Guido Westerwelle on Sunday, but made no comment. A German foreign office spokesman said Westernwelle told Salehi the ransacking of the British embassy was perceived as an attack on all European Union members.

It was not clear whether Salehi would talk directly with U.S. Secretary Hillary Clinton during Monday's discussions.

The meeting in Bonn, former capital of West Germany, was being attended by foreign ministers from more than 80 countries and takes place a decade after a first Bonn conference on Afghanistan, which ended in high hopes for its future.

Westerwelle said the talks would focus on three areas: security, internal reconciliation and long-term support from world nations.

He also said he believed Pakistan still wanted stability in Afghanistan despite its boycott of the talks.

"I have the impression Pakistan not only wants to cooperate in Afghanistan's stabilisation process but that it is in its own interests (to do so)," he said in an interview with Deutschlandfunk radio.

Is Syria in a civil war?

On Thursday, Navi Pillay, the UN's high commissioner for human rights, said that the nation's political unrest has indeed approached the level of a civil war. Pillay said her assessment stems in part from recognition that elements of the opposition to the Bashar al-Assad regime are increasingly calling for armed resistance. She added that UN estimates of the conflict's death toll--4,000 killed in the past nine months--are likely understated.

"I have said that as soon as there were more and more defectors threatening to take up arms--I said this in August before the Security Council --there was going to be a civil war," Pillay told a news conference in Geneva Thursday, according to a Reuters report. "At the moment, that's how I am characterizing this."

However, it appears that Pillay's is not yet the official UN line. Shortly after she delivered her remarks, her spokesman walked back the characterization, asserting that Syria is, rather, on the "cusp" of civil war, and "heading" in that direction.

"It is definitely heading that way, with more and more reports of armed resistance to the government forces," Pillay's spokesman Rupert Colville told Reuters. "It is on the cusp, but in these circumstances it is hard to say definitively at what point it becomes civil war."

So what prompted the walk-back? And what determines whether the Syrian bloodshed constitutes a civil war?

State Department urges Syria opposition to remain peaceful

The State Department has likewise shied away from Pillay's characterization, noting that the United States has called on both the Syrian regime and the pro-democracy protesters alike to refrain from violence.

"Obviously, we have been very clear in saying that we believe that . . . the opposition needs to remain peaceful," State Department spokesman Mark Toner told journalists at the press conference Thursday.Read More ?
