Scripting Excellence in Higher Education | Beyond the Walls ...

In times when academic excellence and global competence have acquired behemoth importance it behooves to educate the academics about the crucial role assessment and accreditation play in quality assurance in higher education. Also in the pipeline is the move to make accreditation mandatory for all the institutions. Undoubtedly accreditation plays a phenomenal role.

Keeping in sync with the same Welingkar hosted a daylong conference on ?Assessment and Accreditation: Future Possibilities and Challenges. ? In its efforts, it was joined by the All India Council for Technical Education and Directorate of Technical Education. The Conference witnessed leading policy makers, academics and corporates discussing the various issues regarding accreditation and how these would be fine tuned further to render the Indian higher educational system one of the best.

Shri Rajesh Tope, Minister for Education (Maharashtra), Shri.S.S.Mantha, Chairman- AICTE, Dr?? H.A.Ranganath, Director- NAAC were a few of the policymakers who participated in the conference and shared their thought process and incisive insight into some of the policies afoot. From the academia, those present included eminent speakers like the IT marvel Dr F C Kohli, management guru Dr Y K Bhushan, Dr Bhushan Patwardhan- Vice Chancellor of Symbiosis International University, Dr M.R.Rao, dean emeritus ?ISB and many more.

WeSchool, under Dr Uday Salunkhe, Group Director, WeSchool had taken up the initiative, bringing together policymakers, academics and the industry reps on one platform. The three not only brainstormed the various aspects of accreditation but also how the current procedures can be fine-tuned to make quality -adherence a 24/7/365 phenomenon. The conference also sensitized the audience about the mandatory nature of accreditation that it was soon to acquire and the implications of the same.

Dr Uday Salunkhe dwelling on the importance of assessment said it is an effective means of quality assurance in higher education; it provides a common frame of reference and credible information to students and all others including recruiters, faculty and all who have stakes in quality education.? In the times of intense globalization it becomes all the more important that we educate the generation next in a way that ensures their global competence and making accreditation mandatory for all the institutions is a step towards the same.

Dr SS Mantha, elaborating on the importance of vocational education said AICTE will take steps to ensure quality vocational education focusing on skill requirements to ensure sustainable sources of income for marginalized youth. The Council will also support the schools of vocational education. This would also help content building for various sectors based on national vocational education curriculum framework, developing teaching methodologies and pedagogy, training the trainers, methodology for skill assessment and skill accreditation, creation of best practices document in vocational education.

H.A. Ranganath, Director- NAAC in his interactions laid more stress on internal evaluation than external evaluation. Talking of the research carried out in an institution, the criterion will extend to parameters like the number of research papers published in international journals, their citation index in peer journals, impact factor of the journal, h-index and subject index and many more. Also according to him for the extension activities of the universities/institutes, NAAC will look at the social /neighbourhood impact of the institute. Issues like carbon credits, water-harvesting and similar ecological steps will also be taken into account.

The seminar also discussed the role and functions of the National Accreditation Regulatory Authority as mentioned in the recently tabled Bill in the Parliament and how it is bound to throw the door open to private agencies in accreditation. Issues like international accreditation and consequent branding of an institution also were given considerable time and thought. Experts from the respective domains? shared the ?expectations of industry with respect to the process and procedures of accreditation.

(AP) ? Rick Santorum turned in his most impressive performance yet with conservative, blue-collar and religious voters as he rode to triumph Saturday in Louisiana's Republican presidential primary, capturing robust support from people across the board, according to an exit poll of voters.

Highlighting his strength, the former Pennsylvania senator bested Mitt Romney for the first time among those calling the economy the campaign's dominant issue. As usual this year, more voters named the economy as their top concern than any other problem and 46 percent of them said Santorum was their candidate ? an embarrassment for Romney, the former venture capitalist who has claimed he knows best how to create jobs.

Romney retained his usual advantage among voters whose most prized characteristic in a GOP candidate is finding someone who can defeat President Barack Obama this fall. But illustrating the narrowness of the former Massachusetts governor's appeal in the state, 53 percent of his Louisiana voters were from families earning at least $100,000 a year, the first time this year that more than half of any presidential hopeful's support has come from such high earners.

Overall, the results painted Louisiana as a state whose Republicans are tailor-made for Santorum, with large numbers of conservative and religiously motivated voters.

Santorum won about half of both conservatives and tea party supporters, his high water marks with both groups in 2012. He did slightly better among those without college degrees, another personal best with that oft-used measure of blue-collar voters.

The devoutly and openly religious Santorum also got almost 6 in 10 votes from white born-again and evangelical voters and from those saying it is important that they share religious beliefs with their candidate ? his best showings of the year with two groups that are among his bedrock voters.

Santorum, a Catholic himself, won among Catholics for the first time. Analysts have ascribed their prior coolness toward him to their tendency to consider other issues more important than religious identity. He also broke new ground for himself by prevailing among city voters.

In another area where he did slightly better than previously, 42 percent Saturday cited Santorum as the candidate who best understands the typical American, about doubling the number citing Romney for that quality.

Only 1 in 5 Louisiana voters said they were influenced by a Romney aide's comment likening his campaign's tactics to an Etch A Sketch toy. Yet those who said Eric Fehrnstrom's remark did play an important role in their choice leaned toward Santorum over Romney by nearly 3-1.

Even so, Santorum led by double digits among those saying the comment was not significant for them.

Asked whether Romney's positions in the GOP primary might make him too conservative for more moderate voters in November's general election, Fehrnstrom had said the campaign could start over in the fall, saying, "It's almost like an Etch A Sketch. You can kind of shake it up."

Romney's opponents said the remark shows he shifts his views too easily.

The few groups where Romney led included people earning over $200,000 a year and those caring little about sharing religious beliefs with their presidential favorite.

Even as some national Republican leaders have started calling for Romney's rivals to drop out and begin uniting the party for the fall campaign, only about 1 in 4 Louisianans said they want the GOP contest to end quickly, even if their contender loses. Seven in 10 said they were happy for the party's internal battle to continue as long as their candidate wins.

The survey was conducted for The Associated Press and the television networks by Edison Research as voters left their polling places at 30 randomly selected sites in Louisiana. The survey involved interviews with 1,499 voters and has a margin of sampling error of plus or minus 4 percentage points.

Introducing The Wise Words Series: Installment #1 ? Career Advice ...

One of the benefits of going to business school is that a lot of very successful people come to campus and speak about their careers and the real estate business in general. They also offer career advice if you get a one-on-one opportunity to ask them for it. I was lucky in that I listened to and met with many of these CRE stars, and I always took notes furiously to make sure that I wouldn?t forget the lessons and pearls of wisdom being offered.

I unearthed my notes the other day and thought that it would make a great series in the blog, which we are calling Wise Words. To protect the innocent, I will not identify the source of the wisdom/advice.

Note: Not everything is earth-shatteringly brilliant or insightful, but everything is informed by decades of experience, and there is significant value in that alone.

Here goes with the first installment: Career Advice: Joining A Small Company When Coming Out of Graduate School

Risks of joining a small company:

  • not enough deal flow
  • will you get along with them? The success of working in a small company depends on getting along with the people, especially the principal
  • if it blows up, where does that leave you? (vs. having a big brand firm name on your resume)

Benefits of joining a small company:

  • you will learn a lot about a lot of facets of the business, and you can make a noticeable impact right away
  • typically more exciting than working for a company with hundreds or thousands of employees
  • fewer competitors internally for eventually being granted equity in deals.

Robot jellyfish feeds on its surroundings, looks for a job in underwater surveillance

We've seen plenty of robots inspired by nature, but this robot jellyfish developed by researchers from University of Texas at Dallas and Virginia Tech goes one big step beyond mimicking a jellyfish's movements. It's powered by hydrogen, which means that it could potentially stay underwater for prolonged periods of time and constantly refuel itself from the water around it. That, the researchers say, could make it ideal for underwater surveillance or search and rescue operations, but they still have a fair bit of work to do before that happens -- their next step is to increase its maneuverability. Eritrea: Ethiopia attacked us over border dispute

NAIROBI, Kenya (AP) ? The Eritrean government said Friday that an attack on its military outposts by neighboring Ethiopia was carried out with the help of the U.S. and meant to divert attention from a decade-old border dispute between the two countries.

Ethiopia said Thursday it carried out a ground assault on the outposts because Eritrea was training "subversive groups" that carried out attacks inside Ethiopia.

U.N. Secretary-General Ban Ki-moon urged Ethiopia and Eritrea "to exercise maximum restraint," resolve their differences through peaceful means, and avoid any action that could lead to an escalation of tensions, U.N. spokesman Martin Nesirky said. He also urged both sides to respect each other's territorial integrity.

Eritrea's Foreign Ministry quoted the Ethiopian government as saying its armed forces on Thursday "penetrated 18 kilometers (11 miles) inside sovereign Eritrean territory to carry out an attack on Eritrean army outposts."

The ministry statement gave no other details about the military operation and neither government has said anything about damage or casualties.

Relations between Eritrea and Ethiopia have been consistently strained since Eritrea gained its independence from the Addis Ababa government in 1993 following a 30-year guerrilla war. The border between the countries was never officially demarcated, which led to a 2 1/2-year war that ended in 2000.

Under the cease-fire agreement that ended the fighting, both sides agreed to allow an international boundary commission rule on the disputed border. The commission ruling in April 2002 awarded the key town of Badme to Eritrea ? but Ethiopia has refused to hand over any territory.

Eritrean Foreign Affairs Minister Osman Saleh said "it is patently clear that the Ethiopian regime could not have unleashed such a flagrant act of aggression with such audacity without the protection and succor of the United States in the Security Council."

Eritrea routinely accuses the United States of overlooking abuses by Ethiopia, a key U.S. ally in the region in its war against terror.

"The government of Eritrea, urges for the umpteenth time, the U.N. Security Council to shoulder legal and moral responsibilities and to take appropriate measures to rectify acts of aggression against Eritrea's sovereign territories and to ensure justice and the respect of the rule of law," Saleh said.

In New York, a U.S. official said "The United States had no foreknowledge of the Ethiopian action. The Eritrean accusation is totally false," he aid, speaking on condition of anonymity because he was not authorized to make a public statement.

Britain's U.N. Ambassador Mark Lyall Grant, the current council president, said he received a phone call Thursday from Ethiopia's U.N. ambassador informing the council about the military action and had circulated a letter from Eritrea's U.N. ambassador to council members on Friday.

"But there hasn't been any discussion among the 15 members of the Security Council on this issue yet," he said.

Osman said such attacks have been going on for the last 10 years and Thursday's assault was meant to divert attention to the fact that Ethiopia occupies Eritrean territory.

"The objective of the attack, and its audacious publicity, is to divert attention from the central issue of the regime's flagrant violation of international law and illegal occupation of sovereign Eritrean territories as well as from its myriad internal problems," Osman said.

Ethiopia said Thursday's attack was in retaliation to attacks by groups which have been sponsored by the Eritrean government and that European tourists were killed in one of the most recent attacks.

Militants attacked European tourists from five nations traveling in Ethiopia's arid north in January. Five tourists were killed and two were kidnapped. The two kidnapped German tourists have since been released.

Ethiopia blamed gunmen from Eritrea for the attack.

Osman described the killings of the Europeans as deplorable but said Ethiopia is using it as an excuse to launch attacks.

The border war between the two countries killed about 80,000 people. Recent signs have pointed to growing tension in the region.

Ethiopia's Prime Minister Meles Zenawi told the country's parliament last April that his government would actively support Eritrean opposition groups to help topple that country's regime. Ethiopia also blamed Eritrea for scheming bomb attacks on several targets in Addis Ababa during an African Union summit in January 2011.

Eritrea doesn't receive foreign aid and is sanctioned by the U.N. because of human rights violations. U.N. reports have indicated that Eritrea has supported the al-Qaida-linked al-Shabab. Eritrea has denied those accusations.

Afghan Atrocity: Can Stress and Head Trauma Cause a Soldier to `Snap'?

The lawyer for a 38-year-old U.S. serviceman accused of killing 16 Afghan civilians has disputed a number of theories floated to explain the actions of the staff sergeant, who was being flown to Fort Leavenworth, Kansas, on Friday to stand trial. Efforts to characterize the unidentified soldier?s alleged crimes on March 11 include a New York Times article indicating that he simply ?snapped? prior to the shooting due to the stresses of combat, marital problems or drinking too much alcohol.

The soldier?who enlisted in the military a week after the September 11, 2001, attacks and had served three tours in Iraq?has suffered several combat-related injuries, including a concussion sustained by a roadside bomb and the loss of part of a foot, his attorney John Henry Browne acknowledged. The lawyer did not speculate as to whether his client might have psychological or mental health problems. But Browne did tell CNN that during a brief phone conversation with the soldier, ?he seemed to be unaware of some of the facts I talked to him about, which makes me concerned about his state of mind.?

Even if the soldier?s state of mind is unknown at this time, the nature of his previous injuries may provide some insight into the forces at work on him. Blunt-force trauma, which can be caused by concussion-inducing trauma, damages the brain by bruising it, stretching or tearing nerve cells, or triggering electrical misfiring, Scientific American Mind reported in its December 2008 issue. In addition, an incident strong enough to cause traumatic brain injury can also be powerful enough to produce emotional trauma and post-traumatic stress disorder (PTSD). A combination of mild traumatic brain injury and PTSD is considered the signature injury of the Iraq War.

A 2010 study of more than 18,000 U.S. Army soldiers returning from combat in Iraq found up to 31 percent reported symptoms of PTSD or depression as long as a year after returning from the battlefield. About half of soldiers who had PTSD or depression also reported aggressive behavior or misuse of alcohol. PTSD diagnoses themselves have become controversial, however, with critics pointing out that criteria for assessing PTSD are based on a ?faulty, outdated construct that has been badly overstretched? and that many soldiers are misdiagnosed as having the disorder.

As to whether the soldier accused of the recent massacre in Afghanistan?s Kandahar Province simply lost cognitive control?or snapped?following one or a series of stressful situations, researchers note that individuals respond to stresses in different ways. A variety of issues can lead a person to a lose their ability to ?exercise cognitive control in a healthy manner,? Marco Iacoboni, a University of California, Los Angeles, professor of psychiatry and biobehavioral sciences and director of the school?s Transcranial Magnetic Stimulation Laboratory, told Scientific American last year after the Gabrielle Giffords shooting.

In such cases, the person?s self-control mechanisms are redirected toward goals and activities that are violent in a very specific way. ?The violence is channeled in a very specific plan, with a very specific target?generally fed by the media through some sort of rhetoric, political or otherwise?with very specific tools,? Iacoboni said.

For the Army sergeant at the center of the shootings, that plan allegedly included hiking more than a mile to a rural Afghan village and going on a shooting spree that left nine children dead. It may be a long time, if ever, before we truly understand the shooter?s state of mind.

2nd neutrino team refutes faster-than-light find

GENEVA (AP) ? European researchers said Friday they have measured the speed of neutrinos and found the subatomic particles don't travel faster than light after all, refuting another team's measurements that prompted widespread disbelief among scientists last year.

Scientists with the rival OPERA experiment said in September that their tests appeared to show neutrinos speeding faster than light, a feat that goes against Albert Einstein's special theory of relativity which underlies much of modern physics.

Nobel Prize winning physicist Carlo Rubbia said his team, called ICARUS, used a similar experiment to trap neutrinos fired from the European Organization for Nuclear Research, or CERN, in Switzerland to a detector hundreds of miles (kilometers) away in Italy.

"It's a perfectly straightforward experiment, very clean," Rubbia told The Associated Press in a telephone interview. "The results are very convincing, and they tell us essentially that there was something not quite right with the results of OPERA."

Einstein's famous theory of relativity ? a pillar of modern physics ? says the speed of light in a vacuum, approximately 186,282 miles per second (299,792 kilometers per second), is the ultimate speed limit and that nothing in the universe can travel faster.

That speed factors into everything from estimates about the size and age of the universe to the radius of black holes to the power generated by nuclear reactors.

Doubts about the OPERA results were heightened last month when it was announced that researchers had found a flaw in the technical setup that could have distorted the experiment's figures.

Antonio Ereditato, a member of the OPERA team and the head of the Albert Einstein Center for Fundamental Physics in Bern, Switzerland, said he welcomed the latest results.

"These results are in line with our recent findings about the possible misfunctioning of some of the components of our experimental setup," he told the AP in an email.

Asked whether he was disappointed that the prospect of breaking light speed likely remains in the realm of science fiction, he said: "This is the way science goes. What matters is the global progress of scientific knowledge."

The ICARUS team's results came from a trial run for a longer experiment planned to take place in April or May. OPERA, too, will repeat their experiment, this time with the technical glitches ironed out.

"The evidence is beginning to point toward the OPERA result being an artifact of the measurement," CERN's Research Director Sergio Bertolucci said in a statement.

"Whatever the result, the OPERA experiment has behaved with perfect scientific integrity in opening their measurement to broad scrutiny, and inviting independent measurements."

The ICARUS team confirmed that, as Einstein predicted, neutrinos travel at the speed of light.

"I'm not displeased that Einstein was right again," said Rubbia.

Obama Presidency in 17-Mintues, As Told by Tom Hanks

The new Obama campaign film "The Road We've Traveled" offers a view of the President's first term that's at once sweeping and cursory, and entirely favorable.

And to the team of Democratic strategists and Hollywood stars who produced it, that's precisely the point.

The 17-minute film, crafted by Academy Award-winning director Davis Guggenheim, reprises with dramatic flourishes the highlights of Obama's domestic and foreign policy agenda, particularly those with the greatest appeal to his liberal base.

Narrator Tom Hanks sets the opening scene in late 2008, immediately after Obama's historic election and at the height of the financial crisis that had gripped the country.

Interspersing images of modern day jobless lines with breadlines from the 1930s, the film equates the challenges Obama faced with those of Franklin Delano Roosevelt during the Great Depression.

"Not since the days of Franklin Roosevelt had so much fallen on the shoulders of one president," Hanks says.

"As president, the tough decisions that he would make would not only determine the course of the nation," he says. ?"They'd? reveal the character of the man."

Key figures including former President Bill Clinton, Vice President Joe Biden, senior White House adviser David Axelrod and Elizabeth Warren, special adviser to the Consumer Financial Protection Bureau, provide first-hand accounts of how Obama made those decisions and the enormous stakes that came with them.

Their testimonies portray Obama as a risk-taker who could have faced swift demise if he failed, from securing passage of the Recovery Act, throwing a lifeline to GM and Chrysler, to navigating the health care reform fight and Tea Party ire it ignited.

Obama's decision to end the war in Iraq and refocus the U.S. military effort in Afghanistan "on those who attacked us" are upheld as promises kept from 2008.

While his decision to authorize a raid to capture or kill Osama bin Laden - which Biden says put Obama's presidency on the line - is upheld as "the ultimate test of leadership, a victory for our nation."

The film moves more quickly through other accomplishments since 2009, touching on fuel efficiency standards for cars and trucks, exemptions for some states from No Child Left Behind, fixes to the student loan system, repeal of "don't ask don't tell" and the recess appointment of Consumer Financial Protection Bureau chief Richard Cordray, among others.

Ahead of the film's release, Republicans mocked it for presenting an incomplete picture of what has been a polarizing Obama presidency. ?"After four years, the only bad thing they found about their time in office was that it was just too good," reads a parodied movie poster featuring Obama's likeness, produced by the Republican National Committee.

Indeed, few of the things voters in a recent Wall Street Journal/NBC poll identified as Obama's "biggest failures" made it into the film.? Voters ranked, in order, "unable to improve economic conditions," "increasing government spending," "not providing strong leadership," and "passing the health care law," as their least-liked aspects of his presidency.

The Obama film also suggests that the president's health care law has stunted a trend of rising costs that have been "crushing family budgets and choking business," but glosses over the fact that costs have continued to rise.? Health care premiums went up sharply in 2011 and are projected to continue climbing next year and beyond, according to the Kaiser Family Foundation. ??(The administration has said that by 2019 the average family will save $2000 on their premiums.)

Asked why the film avoids many of the controversial aspects of the administration, producer/director Davis Guggenheim told ABC News that the audience doesn't expect to see the negatives from Obama's first term.

"It's a campaign film and I think people who watch it understand where it's coming from," he said.

"There's plenty of places to get them on plenty of channels on your television set," Guggenheim said. "These are real events, these are talking to the advisers who are closest to him and it goes into the really tough decisions that he makes in a very deep and thorough way."

The accomplishments highlighted in the film are among those voters surveyed by WSJ/NBC ranked as "most positive" from Obama's term, including in order, the killing of Osama bin Laden, bringing troops home from Iraq, and preventing another economic depression.

John Lapp, a Democratic strategist who has worked on national political campaigns, said reminding loyal Democrats of those positives would unquestionably excite them, but would likely have a more limited impact on "persuadable voters."

"Overall it's much more of a mechanism to fire up your activists and have these house parties and play it at bars and movie theaters," Lapp said. "I think the lasting impact of it is maybe not there.? But elements of the document may return in future TV ads."

The film? streamed live on the Obama campaign's YouTube channel and at dozens of field offices around the country, officials said.? Axelrod and battleground states director Mitch Stewart held a national video-teleconference afterwards when they took questions from several participants on Twitter.

Brandon Marshall Accused of Punching Woman in the Face at Club


NFL star Brandon Marshall has been accused of - and denied - punching a woman in the face at a New York nightclub despite detailed reports to the contrary.

According to reports, the wide receiver was outside a club in Chelsea around 4 a.m. last Sunday morning when he got into an argument with a group of people.

He allegedly threw a punch that connected with 24-year-old Christin Myles.

It's unclear at this time if Brandon Marshall intended to strike the woman ... or if she was collateral damage as Brandon was trying to KO someone else.

Either way, Myles says she suffered a black eye and filed a police report.

According to the New York Post, Myles was nervous about filing because of Brandon's high profile status, but ultimately she decided to go through with it.

But Marshall's lawyer says the 6'4", 230-pounder did NOT strike Myles, however, claiming she was hurt in a DIFFERENT brawl that went down at the club.

Remind us never to go out to said unnamed club.

BTW: Marshall was just unloaded by the Miami Dolphins in a trade to the Chicago Bears for a couple of draft picks. Nicely played by the 'Phins.

Updated at 3:23 p.m. ET: -- A U.S soldier suspected of shooting to death 16 Afghan civilians has been flown out of Afghanistan, senior Pentagon officials told NBC News on Wednesday.

The 38-year old staff sergeant was transferred "based on a legal recommendation" because the "U.S. military does not have the proper facilities to detain an American service member for any extended length of time,"?an official said.

The official could not say whether the suspect would be returned to Afghanistan to face any legal proceedings, NBC News reported.


The suspect, whose identity has not been released,?appeared before a pre-trial confinement hearing and was ordered held without charges.? Within the next?seven days, he must be granted another pre-trial confinement hearing to determine whether he should remain in custody.? Technically, the process could go on for months before official charges are filed.

U.S. military officials tell NBC News that they expect charges to be filed by at least the end of next week.?The officials say the military is considering filing capital murder charges, which could result in the death penalty.

Earlier Wednesday, an Afghan man drove a stolen pickup onto a runway at Camp Bastion, the main British base in southern Afghanistan, before crashing into a ditch -- right around the time that U.S. Defense Secretary Leon Panetta's plane was touching down, U.S. defense officials said.

The crash was in the vicinity of where Panetta's plane was supposed to park. The secretary's aircraft had to taxi to a different location. No one in Panetta?s party was hurt, said Navy Capt. John Kirby, a Pentagon spokesman.

Panetta arrived in Afghanistan for an unannounced?two-day visit with Afghan officials and U.S. troops -- the first by a senior member of the Obama administration since the shooting death 16 Afghan civilians, mostly children and women.

At Camp Bastion, the man set himself on fire after exiting the stolen vehicle and was being treated for "significant burns" at the coalition hospital at the base, a senior U.S. officials told NBC News. One coalition service member who was hit by the truck was injured, officials said.

There were no weapons or explosives in the truck.

Kirby said officials are trying to determine whether the man in custody was trying to attack Panetta and the welcoming delegation meeting his plane. ?We are investigating this,? he said, according to The Washington Post.??We don?t know what the motivations of the driver were.?

More than ten years after the beginning of the war, Afghanistan faces external pressure to reform as well as ongoing internal conflicts.

ISAF is aware of a stolen vehicle incident today at Camp Bastion, which resulted in the injury of one coalition service member. The alleged perpetrator was apprehended by base security personnel. We are currently investigating to determine more facts.

This incident took place this afternoon around the same time U.S. Secretary of Defense Leon Panetta was arriving in Afghanistan. At no point was the Secretary or anyone on the aircraft in any danger from this incident.

Panetta on Wednesday told Afghan officials and U.S. troops that recent violence ? such as the shooting massacre last weekend ? will not deter the America from carrying out its mission in Afghanistan.

A surveillance video reportedly taken from a blimp showed the soldier walking up to his base after the shootings covered in a traditional Afghan shawl. The soldier removed the shawl and put his weapon on the ground, then raised his arms in surrender, Afghan officials who viewed the footage told Reuters and The Associated Press.

"We'll be challenged by our enemy. We'll be challenged by ourselves. We'll be challenged by the hell of war itself. But none of that, none of that, must ever deter us from the mission that we must achieve," Panetta told soldiers at Camp Leatherneck, the main U.S. Marine base in the volatile area.

"As tragic as these acts of violence have been, they do not define the relationship between the coalition and Afghan forces and the Afghan people," he said.

Officials: US soldier in Afghanistan shooting spree said 'I did it'

George Little, a Pentagon press secretary?traveling with?Panetta, said Panetta also met with Afghan government officials in Kabul. He told?the defense minister that he has been impressed that Afghan security forces have been able to maintain control in the aftermath of the incidents of recent weeks.

Villagers who witnessed the methodical killing are asking for an execution and the U.S. is reportedly considering charges that would carry the death penalty for the soldier who allegedly killed 16 Afghan civilians. NBC's Richard Engel reports.

In Washington, President Barack Obama said Britain and their NATO allies are committed to shifting to a support role in Afghanistan in 2013.

Speaking alongside British Prime Minister David Cameron at joint a news conference in the White House, Obama said that next phase in the transition will be an important step in turning security control over to the Afghans by the end of 2014.

Obama said NATO forces are making "undeniable" progress in Afghanistan. But he said recent "tragic events" are a reminder that the mission is still difficult.

Panetta's visit to Afghanistan was planned months ago, long before the weekend slaughter that claimed the lives of 16 villagers. But the trip propels Panetta into the center of escalating anti-American anger and sets the stage for some difficult discussions with Afghan leaders.

Just days after an Army staff sergeant allegedly killed 16 Afghan civilians in a shooting rampage, Defense Secretary Leon Panetta visited Afghanistan to meet with government officials and U.S. troops. NBC's Richard Engel reports.

Panetta and other U.S. officials say the shooting spree should not derail the U.S. and NATO strategy of a gradual withdrawal of troops by the end of 2014. But it has further soured relations with war-weary Afghans, jeopardizing the U.S. strategy of working closely with Afghan forces so they can take over their country's security.

NYT: An Afghan elder comes home to find a massacre

There were clear concerns about security in the large tent at Camp Leatherneck where Panetta was slated to talk to troops.

Before Panetta came into the hall, Sgt. Maj. Brandon Hall told the more than 200 Marines in the room to take their weapons outside and leave them there. Afghan troops had already been told not to bring their guns in.

A U.S. defense official said the?order was not a reaction to an immediate threat. Speaking on condition of anonymity, the official said the base commander made the decision that no one would be allowed to bring in weapons.

Marines asked to disarm before Panetta speech

Panetta's two-day visit was to include meetings with President Hamid Karzai, Afghan defense officials and provincial leaders, as well as routine discussions with his commanders on the ground. The sessions were likely to touch on America's planned withdrawal of about 22,000 troops by fall, including as many as 10,000 Marines from Helmand Province.

Wide receivers grabbed the big money as NFL free agency began Tuesday.

Vincent Jackson is headed to Tampa Bay, Pierre Garcon to Washington and Marques Colston will stay in New Orleans, all getting huge deals.

Josh Morgan also caught a hefty contract from the Redskins, while Miami dealt its top receiver, Brandon Marshall, to Chicago for two third-round draft choices.

Jackson got a five-year, $55.55 million contract with the Buccaneers. He will be paid $13 million in each of his first two years, then $10 million for the third year. Jackson will provide a deep threat for Josh Freeman, whose other receivers, Mike Williams and Arrelious Benn, are more short-range targets.

Garcon gets $42.5 million over five years from the Redskins, with $20.5 million in guaranteed money, including an $11 million signing bonus.

Garcon had 188 catches for 16 touchdowns and a 13.4-yard average in four seasons with the Indianapolis Colts. Last year he had 70 receptions for 947 yards and six TDs as Indianapolis finished 2-14.

Washington, which is losing $36 million in salary cap space over the next two seasons for excessive spending in the uncapped 2010 season, also grabbed Morgan for $12 million over the first two years of a five-year deal, with $7.5 million guaranteed. And the Redskins re-signed defensive end Adam Carriker for four years and $20 million, with $7 million guaranteed.

Late Tuesday night, the Chargers agreed to a four-year deal with former New Orleans Saints wideout Robert Meachem.

Hours before free agency began, Colston agreed to a five-year contract worth about $40 million to remain in the Big Easy.

"This was important to me, to be back with this team in this situation," Colston said in a statement released by the Saints. "I was not looking to chase free agency. It was more important for me to be back in our program, a program we have been building and a program I believe in."

The top free agent, of course, is Peyton Manning, who was released a week ago by the Colts. He still is conducting his limited tour of teams, but the Dolphins' trade of their No. 1 receiver could indicate Miami is out of the running for the four-time league MVP.

"Brandon Marshall out of Miami?" Dolphins center Mike Pouncey tweeted. "Tell me this ain't true..."

At night, Chicago added Jason Campbell to be Jay Cutler's backup quarterback.

Also re-upping with their teams were Giants cornerback Terrell Thomas, Eagles tackle Todd Herremans, Chargers center Nick Hardwick, Jets linebacker Bryan Thomas, Vikings backup quarterback Sage Rosenfels, Seahawks defensive end Red Bryant and linebacker Heath Farwell, Bears cornerback Tim Jennings, Falcons backup quarterback Chris Redman and receiver Harry Douglas, and 49ers linebacker Tavares Gooden, a valuable special teams player.

The Giants' Thomas missed last season after tearing the anterior cruciate ligament in his right knee in a preseason game against Chicago. The 27-year-old expects to be ready for training camp with the Super Bowl champions.

"I definitely wanted to come back here. This is home for me," Thomas said. "Coming off an injury, it's better to come back to the same team. You know the personnel and the staff, and they know you. You know the defense."

Hardwick hoped to stay put in San Diego.

"I know how hard these guys work up here and how hard the coaches work and how much time they put in and how detailed and very specific everything is, and I couldn't imagine going somewhere," he said.

San Francisco, which signed enigmatic receiver Randy Moss on Monday, added cornerback Perrish Cox on Tuesday. Neither was in the league last year.

Cox is getting a fresh start with San Francisco, signing a two-year contract after being acquitted on sexual assault charges in Colorado earlier this month. Moss sat out 2011 when no team signed him.

Players released Tuesday include Cowboys cornerback Terence Newman, Texans tackle Eric Winston and backup quarterback Matt Leinart, Cardinals tackle Levi Brown and San Diego tackle Marcus McNeill. Look for teams to have strong interest in Winston and Brown.

Star linebacker-defensive end Mario Williams arrived in Buffalo, where he is the Bills' first priority in free agency. Williams was limited to just five games last season before he tore a chest muscle.
