Hawaii County Gets Flood Insurance Rate Reduction | Big Island ...

The Federal Management Emergency Agency has awarded Hawaii County certification in the National Flood Insurance Program Community Rating System which will enable residents to get a 10% discount on flood insurance.? Wednesday, FEMA outreach manager Sarah Owen out of regional headquarters in Oakland, California, presented the certification to County Public Works Flood Plain Manager Carter Romero at the West Hawaii Civic Center.

Owen says the certification is presented to municipalities which do specific, above-and-beyond the standards outreach and mapping and establish stricter standards than required for building to avoid flood damage.? Romero and his predecessor, Frank DeMarco, both said this was a two-year effort by the County.? The certification has ten levels, each meaning a 5% discount in flood insurance rates? Owen says only one municipality, Roseville, California, has achieved the highest possible rating.? She also said most municipalities (counties, states, cities) do not go to the effort to achieve certification.? She also said it is really unusual for a rural municipality such as Hawaii County to achieve the certification.

Owen was at the West Hawaii Civic Center Wednesday to take part in the second of two county meetings that unveiled the new FEMA Digital Flood Insurance Rate Maps.? The County and the public have until August 27 to submit revisions if they believe FEMA has incorrectly placed properties in or out of potential flood areas.?? Lenders may require property owners inside flood zones to get flood insurance, which can cost several thousand dollars a year.? After August 27,? it would be necessary to hire a surveyor to provide additional documentation, at a cost of several hundred to more than a thousand dollars.? The flood maps are at the County Engineering offices in Hilo and Kona.
